Presidential chief of staff Eliseu Padilha said in an interview the government enjoys a solid two-thirds majority in both chambers of Congress to push through legislation needed to plug a record deficit inherited 20 days ago from suspended President Dilma Rousseff.
Padilha said the Temer government is very confident the Senate will vote to convict Rousseff for breaking budget laws in an impeachment trial, and it hopes this will happen as quickly as possible to remove any doubt about Temer's legitimacy.
"The government will then have more political authority to act," Padilha said. He hoped the vote could come as soon as the end of July, before Brazil's holds the Olympic Games in August.
"I am not worried about the impeachment vote, but we have to work hard to make sure the economy starts to grow again, which appears to be the case," Padilha said. The Temer plan to revive the economy includes a ceiling on public spending, a reduced role for the state and more room for private investment.
Latin America's largest economy shrank for a fifth straight quarter in early 2016 as political turmoil and the sweeping corruption scandal centered on Petrobras weighed on activity. Gross domestic product fell 5.4 percent from a year earlier and unemployment has hit 11.2 percent.
Within the space of one week, Temer had to drop Planning Minister Romero Juca, a key figure in getting austerity measures approved by Congress, and the minister in charge of fighting corruption, Fabiano Silveira, after leaked recordings suggested they had tried to derail the Petrobras investigation.
Passage last week of the 2015 budget, authorizing an unprecedented deficit of 170 billion reais ($47.1 billion) this year, was a signal that Temer's government does enjoy the majority it needs to push through austerity measures.
Brazil could balance its budget by 2018 without having to raise taxes, according to Padilha.
Brazil has one of the heaviest tax burdens among emerging economies and the government has ruled out any increases for now that would be very unpopular. Padilha said only piecemeal changes are possible, such as simplifying complex taxes.
The biggest item weighing on government accounts is Brazil's generous pension system, which Temer is committed to tackling.
Pension reform will be enacted before the end of the year, even though a proposal that is being drawn up with labor unions has been delayed for an additional 15 days, he said.
The sale of assets and greater involvement of the private sector in Brazil's oil and gas industry will come soon once legislation is enacted reducing the role of Petroleo Brasileiro (PETR4.SA), as Petrobras is called, Padilha said.
Infrastructure concessions to private companies will focus on roads, airport and ports, with an auction of Belem ports set for next week, he said.
Brazil's largest power utility Eletrobras (ELET6.SA) will remain in state hands, Padilha said. He would not comment on the privatization of Eletrobras subsidiaries, but said the injection of government funds in the utility in an emergency is not out of the question.
Temer's government has no objection, in principle, to opening up agricultural land ownership to foreign investors again, but there in no plan for this on the drawing board as yet, he said.
The new government also favors allowing foreign companies to hold a controlling stake in Brazilian airlines.
"Where the capital comes from does not matter, as long as the airline remains a Brazilian company," Padilha said.
Plugging Brazil's massive fiscal deficit could be done more rapidly than some in the market expect, but the new government is now focused on long-term reforms, Finance Minister Henrique Meirelles told Reuters on Thursday.

Pollution In India Higher Than China

India overtook China's air pollution levels in 2015 and the average particulate matter exposure was higher for the first time in the 21st century, a Greenpeace analysis of NASA satellite data has shown.

At a time when the world leaders are trying to implement various schemes and measures to curb pollution levels, a recent report by Greenpeace says air pollution in India is higher than China.
India overtook China's air pollution levels in 2015 and the average particulate matter exposure was higher for the first time in the 21st century, a Greenpeace analysis of NASA satellite data has shown.
"China's strong measures to curb pollution have contributed to the biggest year-on-year air quality improvement on record while in contrast, India's pollution levels continued a decade-long increase to reach the highest level on record," Greenpeace India said in a statement.
Prime Minister Narendra Modi at the Paris Climate Conference focused on the issue of carbon emissions.
Measures like odd-even plan and car-free day have already been implemented by the government to reduce the pollution level.
Greenpeace, in its National Air Quality Index (NAQI) ranking report, had earlier said that as many as 15 out of 17 Indian cities with NAQI stations showed levels of air pollution that far exceeded the prescribed Indian standards.
The NGO said India's NAQI network with 39 operating stations also compares poorly with the 1,500 stations in China.
"The satellite images until 2005 showed India's pollution, while serious, was lot lower than eastern China's.
In 2015, India particulate pollution stands higher than that of China, after increasing at an average rate of 2 per cent over the past decade," it said.
"The air pollution crisis is an opportunity to test India's emergency response plan and design coordinated action for a 'Clean Air Nation'," said Sunil Dahiya, Campaigner, Greenpeace India.
Greenpeace also stressed on India to lay down a focused and time bound action plan to mitigate air pollution crisis.

Proud military state could narrow Republican battlefield today

All week long, Marco Rubio has been making the same request at campaign stops in military-friendly South Carolina. And all week long, he's loved the reaction.
"This is my favourite part," the Republican presidential candidate told a crowd at a Columbia, S.C., hotel on Friday, the day before today's crucial state primary.

"If you're a veteran, or have someone in your family who's serving us in uniform now or in the past, will you please raise your hand so we can thank you?"
In this case, arms hoisted from about half the attendees. There were cheers, applause and whistles. Rubio beamed.
In a state that's home to eight military bases and Fort Jackson, the largest Initial Entry Training Centre in the U.S. Army, the Florida senator was tapping into that patriotic block of American voters most likely to be affected by the next armed conflict overseas.

It's a logical strategy for South Carolina, where 25 per cent of the electorate is made up of people who are either on active duty or who have previously served in the military.
With the Republican primary polls opening this morning, Rubio appeared to be reaching out to this crowd in the hopes of replicating his surprisingly strong third-place showing in Iowa earlier last month — a result that made him the darling, briefly, of the GOP establishment.
But his opponents have also tweaked their outreach in a bid to win over security-minded veterans and active military personnel.

Some of the messaging has been surprisingly focused.
Switch on the TV in Columbia in recent days, for example, and you might catch Ted Cruz's hyper-targeted ad appealing to one very specific community — the Fort Jackson army base.
"President Obama is decimating our military, threatening 3,000 jobs at Fort Jackson. That's wrong," the spot claims.
Elaine Cooper, 62, recently attended a Cruz event at the Military Museum here in Columbia, where she said the content of the Texas senator's speech was almost entirely devoted to veterans issues and national security.

As for Fort Jackson, about 20 minutes to the east, that's a household name in the Palmetto State.
"I mean, Columbia has Fort Jackson. Enough said, OK?" Cooper said. "Most people receive their initial training there. I can't tell you how I've travelled across the country and people tell me, yeah, Columbia, that's where they received their training."

Military town

Uniformed officers over at the massive base were guarded about talking politics, lest they appear partisan or disrespectful to any present or future commander in chief.
But military personnel did agree a funny thing happens around South Carolina when they dine out still wearing their army fatigues. People are compelled to show their gratitude.

"Oh, I've been offered meals in the past. People are very nice," said Lieut.-Col. Adam Lewis, touring the sprawling the base with his 12-year-old son, Isaac. "When I'm in this uniform, I get it all the time. It's a very kind community."
Sgt. First Class Kelsie Hagan, stopping for lunch at Fort Jackson's PX complex food court, routinely gets greeted by strangers and civilians wishing to pay their respects.
"This is a military town. You get a lot of 'Thank yous,' a lot of 'Thank you for your service,'" said Hagan, who has been in the military for 35 years, including deployments to Iraq and Afghanistan. "People know what we sacrifice. They want to tell us."

An affection for Bush?

It's little surprise, then, that Republican candidates gearing up for the primary also recognize the powerful voting influence of veterans here.

Criticizing a beloved wartime president, for instance, might be seen as ill-advised. So far, however, it doesn't appear to done much damage to Republican candidate Donald Trump.
Retired air force pilot Jeff Nedrow, who lived for four years in South Carolina, said he was disappointed by Trump's remarks last week disparaging former president George W. Bush.

"That's our president. For my generation, for the recently retired, he was our president, he was a fighter pilot like I was," said Nedrow, who is 45. "There's an affection of Bush, and especially people in the older officer corps like him."
Certainly South Carolina has historically been favourable to the Bush family, says David Woodard, a Republican consultant and political science professor at Clemson University.

"This state has had a lot of affection for the Bushes and I think it still appreciates Jeb. But George W. And George H.W. were not competing against five other people, they were just competing against one," Woodard said.
Despite the insults, Trump nevertheless appears to be maintaining his lead in the polls, though a new NBC News/Wall Street Journal/Marist poll of South Carolina voters on Friday had that narrowing to about five percentage points over Cruz, with Rubio in third.
A Fox News poll on Thursday had given him a 13-point lead over Cruz in South Carolina.

The fact that nobody in the Republican field this election has military experience suggests that may not be much of a deciding factor this time.
As Columbia resident John Long, who attended Rubio's morning rally on Friday, said: Military credentials are one thing; faith credentials are another.
So long as "God and country" are in the mix with the military, he said, he's happy.
"There's not a Christian church anywhere that doesn't preach exactly the same values that we preach in the military," Long said.
"The very fact you have such a strong military presence in the Bible Belt, and that's also where the most people volunteer for the military? You think that's a coincidence? Because to me, they go hand in hand."

Chicago court to hear 'natural-born' case to knock Ted Cruz off ballot

CHICAGO — A judge will hear arguments on Friday from an Illinois voter alleging that Republican presidential hopeful Ted Cruz is not a "natural-born citizen" and should be disqualified for the party's nomination.ClickNow
Lawrence Joyce, an Illinois voter who has objected to Cruz's placement on the Illinois primary ballot next month, will have his case heard in the Circuit Court of Cook County in Chicago. Joyce's previous objection, made to the state's Board of Elections, was dismissed on February 1. He appealed the decision and was granted a hearing for Friday before Judge Maureen Ward Kirby.Autoportal
Joyce challenges Cruz's right to be president in the wake of questions put forth by GOP rival Donald Trump about being born in Canada. Cruz maintains he is a natural-born citizen since his mother is American-born.
"What I fear is that Ted Cruz becomes the nominee, come September, Congressman Alan Grayson of Florida will go forward with his threats and probably several other Democrats will file suit to prevent Ted Cruz from being on the ballot," Joyce, a pharmacist and attorney from Poplar Grove, Ill, told USA TODAY.
Grayson, a Democrat, has told reporters that he will file a lawsuit contesting Cruz's citizenship if the senator from Texas wins the GOP nomination.
"What Democrats will do at that point is cherry pick which county courthouse they are going to show up in order to file these petitions," Joyce said. "And at that point, I fear they'll get a string of victories in the lower courts and the funding for Ted Cruz would dry up, his numbers would plummet in the polls, he may be forced to give up the nomination."
Joyce, who said he is backing Republican contender Ben Carson, said he has not spoken to the Trump campaign. But Joyce did say he raised the issue with the Carson campaign, which he said was uninterested in pursuing the matter.
The Illinois man said he was hesitant to file the lawsuit out of concern that getting involved in such a high profile case could be detrimental to his own law practice.
"I tried to talk myself out of it and was unable to do so," Joyce said. "It's plain as d

India-Nepal ties: PM Modi, KP Oli hold comprehensive talks

 
Prime Minister Narendra Modi on Saturday held comprehensive talks with his Nepalese counterpart KP Oli, who is on a six-day visit here, during which a range of issues of mutual interest, including trade and political situation in Nepal, figured.
In his first overseas trip after assuming charge of the top office in October last year, Oli, accompanied by a 77-member delegation, arrived here on Friday afternoon with a major focus on mending ties hit by issues relating to the Himalayan nation's new Constitution.

External Affairs Ministry spokesperson Vikas Swarup tweeted, "Stepping forward into the future. PM @narendramodi welcomes PM KP Sharma Oli at Hyderabad House", along with a picture of the two leaders.
Modi and Oli reviewed the entire gamut of bilateral relationship during the talks.
Earlier, Oli was accorded a ceremonial welcome at Rashtrapati Bhavan where Modi was also present.
Before the PM-level talks, Swaraj called on Oli, during which he conveyed to her that Nepal is and will remain a "reliable" friend of India. Official sources said Oli told Swaraj that he wants to "move forward in the relationship which is not man-made but entirely natural and civilizational." Swaraj said the visit will deepen the trust between the two countries.
Swaraj and Oli also discussed reconstruction efforts in Nepal which were hit by a devastating earthquake in April last year, sources said. "They discussed political issues, reconstruction assistance, SAARC satellite and bilateral cooperation. Oli said he wants to move forward in the relationship which is not man-made but entirely natural and civilizational," sources said.
It is expected that India will ask Nepal to complete the "unfinished task" of making the Constitution more inclusive to address the concerns of the Madhesi community which share close familial and cultural ties with Indians.
Ties between the two countries had soured in the wake of agitation by the Madhesi community opposing Nepal's Constitution, saying it failed to address their concerns over representation and homeland.
The agitators had blocked the trading points for almost four months crippling supply of petroleum products, medicines and other commodities by India to Nepal. The blockade was lifted this month.
Oli is accompanied by wife Radhika Shakya, Deputy Prime Minister and Foreign Minister Kamal Thapa, Finance Minister Bishnu Poudyal, Energy Minister Top Bahadur Rayamaji and Home Minister Shakti Basnet among others.
The Nepalese Prime Minister will stay at the Rashtrapati Bhavan.

Today Top News-Turkey

Turkey has vowed to retaliate against the perpetrators of a powerful blast in the capital Ankara that left at least 28 people dead and 61 injured.

"Turkey will not shy away from using its right to self-defence at any time, any place or any occasion," President Recep Tayyip Erdogan said.
Officials said a vehicle full of explosives was detonated as military buses were passing by on Wednesday.
Funerals are expected to take place later on Thursday.
No group has so far said it was behind the attack.


The US condemned the blast, with National Security Council spokesman Ned Price saying: "We stand together with Turkey, a Nato ally, a strong partner."
The blast happened in an area close to parliament and military headquarters.
Large plumes of smoke were seen rising from the area and witnesses said the blast was heard all over the city.
Some of the victims were civilians.
In a separate development later on Wednesday, an explosion damaged a building housing a Turkish cultural centre near the Swedish capital Stockholm, officials said. No-one was injured. It happened in Fittja, where a man was shot dead a few days ago after attending a pro-Kurdish rally.



In a statement released several hours after the Ankara attack, President Erdogan said: "Our determination to retaliate to these attacks, in Turkey and abroad, which aim at our unity, togetherness and future, is increasing with such actions."
Mr Erdogan cancelled a planned trip to Azerbaijan on Thursday, while Prime Minister Ahmet Davutoglu also said he would not go to Brussels where he was due to attend meetings about the refugee crisis in Europe.
Meanwhile, Deputy Prime Minister Bekir Bozdag described the attack, which happened at about 16:30 GMT (18:30 local time), as an "act of terrorism".
